UPDATE 1-China's March surplus to see "notable change"

(Reuters) - Vice Commerce Minister Gao Hucheng told reporters that data for March, due in principle on Tuesday, would show that the January-February results were not indicative of a trend.

Asked about the outlook for the surplus in the coming months, Gao said: "I suggest you look at the March trade figures -- you will see a notable change in them.

FEATURE-Aid flap is new threat to New Orleans rebuilding

(Reuters) - The dispute over how $7.5 billion in federal aid is handed out is slowing disbursal to more than 120,000 homeowners whose houses were damaged or destroyed by the storm on Aug. 29, 2005 and by subsequent flooding.

Officials from the state of Louisiana contend that a new federal requirement that aid checks be issued jointly to homeowners and their mortgage lenders could mean that money bypasses the owners -- many of whom lost their jobs as a result of Katrina -- and goes straight to paying their defaulted mortgage payments.

Vonage wins temporary reprieve in Verizon case

(Reuters) - "We just learned, just now, from our legal counsel that we secured a temporary stay until can hear our request for a permanent stay of that order," said Vonage Holdings Corp. spokeswoman Brooke Schulz.

U.S. District Judge Claude Hilton had limited Vonage to serving its existing customers. He also required Vonage to post a $66 million bond.

Kroger not interested in leveraged buyout-CEO

UPDATE 2-Investors 'strongly disagree' with TXU-letter

(Reuters) - TXU's letter to the Public Utility Commission was not shared with the investor group in advance, KKR and Texas Pacific said in a statement.

"TXU is not permitted to unilaterally shut down power plants," the investors said, adding that that would be under the power of regulators.
